12/13/2018 - DEO hereby posts Addendum No. 1.12/12/2018 - DEO hereby posts the Technical Questions and Answers. Florida Department of Economic Opportunity (DEO), the Procurement Office is soliciting formal, competitive, sealed proposals for solicitation number 19-RFP-011-BM, to provide lending solutions and loan servicing specializing in credit bureau and business information. The contractor must provide lending, credit processing, and deposit opening technology as well as accept loan repayments, monitor loan repayment status, and report defaulted loans to the collection agency contracted with DEO. The contractor must perform loan origination – including application intake, underwriting, due diligence, client interfacing application, data archiving, and provide matrix standards. The contractor must have identification and anti-fraud services. The contractor must provide a web-based Software as a Service Client Tracking software solution to support the Office of Small Business (OSB) loan programs. The system must allow OSB and subrecipients to collect client data, services and outcomes as well as track, assess, and determine eligibility for a variety of loan programs. The contractor shall be responsible for supplying all training, input equipment, business rule analysis, system configuration, installation, maintenance, and software. The solution must be scalable, reliable, and meet the requirements outlined in this RFP. The software must have “business logic” and “domain logic” to ensure program compliance with federal grant rules. “Business logic” and “domain logic” is the part of the program that encodes the business rules that determine how data can be created, displayed, stored, and changed. The purpose of this procurement is to acquire a cloud-based solution automating the loan application, approval process, loan payment and distribution, and repayment process.
