The Florida Department of Agriculture and Consumer Services, Florida Forest Service is seeking sealed bids for the sale of timber. This sale is a thinning of 21-30 year old planted pines from Tate's Hell State Forest (SFI Certified Forest #NSF-SFI-FM-C0245755) in Franklin County, Florida. The successful bidder will be required to harvest 70,000 tons of timber per year from the designated harvest areas during this three year agreement. There are approximately 5,645 acres designated for harvesting. Stands will be thinned by either a take two rows, leave three rows or third row thinned with selection of the leave rows. Timber to be removed includes take out rows, diseased, deformed, suppressed, and forked trees first; then a portion of the intermediate and co-dominate trees to leave a residual basal area of 50-60 square feet per acre. The target basal area can be adjusted by the Forester-In-Charge as needed. The successful bidder must harvest 95% of the specified tonnage each year of the contract. Failure to harvest the minimum amount of tonnage per year shall result in a penalty of 25% of the initial bid price for each ton below the minimum allowable harvest. Up to a 5% overharvest will be allowed. Any harvesting over the 5% will require approval. In the event that Tate's Hell State Forest is inoperable or closed for more than six (6) consecutive weeks during the contract, the required annual harvest will be reduced by 1,000 tons per week for each week it is inoperable. The successful bidder shall purchase all road material necessary to maintain the roads in operable conditions. The contractor will be reimbursed for the purchase of road materials by deducting the expense from weekly timber sale settlements. Receipts for road materials must accompany the weekly timber sale settlements for it to be deducted. The Forester-In-Charge will be responsible for approving all road repairs before purchases are made. The base price for timber delivered to a mill shall be adjusted on a quarterly basis throughout the term beginning on the effective date with the initial bid price per ton and each subsequent January 15, April 15, July 15 and October 15 of each calendar year of the term based upon the percentage change as published in the publication known as TimberMart-South (TMS) of the average stumpage price for pine pulpwood and pine chip-n-saw, based upon the TMS Florida Area 2 and the attached pricing formula. The first price adjustment shall occur on July 15, 2020. The successful bidder will be required to salvage damaged timber. This timber may be damaged from wildfires, insects, disease or other causes. The stumpage price for damaged timber will be twenty five (25%) percent of the current contract price. This volume of timber will count towards the annual tonnage requirement.
