NOTICE TO PROFESSIONAL CONSULTANTS

PUBLIC ANNOUNCEMENT FOR PROFESSIONAL

ARCHITECTURE-ENGINEERING SERVICES

The Florida Department of Children and Families announces that professional services are required for the project listed below. Applications are to be sent to: Avi Wygodski, Office of Design & Construction, Department of Children and Families, Building 3, Room 205-E, 1317 Winewood Boulevard, Tallahassee, Florida 32399-6570, Phone (850) 717-4035.

PROJECT NUMBER: DCF-19010300

PROJECT: Architectural/Engineering Services to prepare a facility program study for a new 350-bed forensic evaluation and treatment facility to be built on state-owned property in Alachua County near Gainesville, FL. The facility program study will include two options: First option is for a licensed psychiatric hospital approvable by Florida Agency for Healthcare Administration (AHCA); and, the Second option is for an unlicensed mental health facility to be accredited using The Joint Commission Behavioral Standards.

SERVICES TO BE PROVIDED: Basic Services are limited to preparation of a program study to include conceptual preliminary schematic design, which will include projected project schedule and construction costs.

BUDGET: The initial budget to prepare conceptual preliminary schematics is limited to $200,000. All deliverables by mid-August 2019.

RESPONSE DUE DATE: By 5:00pm ET, March 12, 2019.

INSTRUCTIONS: Submit five (5) copies of the following:

1. A Letter of Interest summarizing the firm’s qualifications, relevant experience, and any past experience with this department and/or with state, federal or local government clients.

2. A copy of the firm’s valid Florida Professional License (Architect Business or Certificate of Authorization). If not so designated on the firm’s professional license, provide the name(s) of the professional(s) qualifying the firm.

3. Corporations only: A current corporate registration in the State of Florida, as a Domestic Corporation or a Foreign Corporation.

4. A Completed US GSA Standard Form 330 (may be downloaded from https://www.gsa.gov/forms-library/architect-engineer-qualifications).

5. A current Professional Qualifications Supplement (PQS) (which may be downloaded from the Department of Management Services website at https://www.dms.myflorida.com/business_operations/real_estate_development_and_management/building_construction/forms_and_documents ).

All proposal information submitted becomes the property of DCF, will be placed on file, and shall not be returned.

SELECTION PROCESS: Selections will be made in accordance with Section 287.055, Florida Statutes, following procedures outlined in DMS publication “Selection of the Design Professional” (which may be downloaded from https://www.dms.myflorida.com/business_operations/real_estate_development_and_management/building_construction/forms_and_documents ). Applications not complying with the instructions set forth above and/or do not include the qualifications data required shall not be considered.

From the proposals received, the Department will perform a preliminary evaluation and ranking. Based on preliminary ranking, not more than four applicants will be invited to the interview phase.

Interviews will be scored, and firms ranked by score.

SELECTION RESULTS: The Department’s shortlist will be posted on the Vendor Bid System. Any protests of the selection must be made within 72 hours of posting of the results. “Failure to file a protest within the time prescribed in section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under chapter 120, Florida Statutes.”
