Request approval of and authority to file with the Secretary of State under Chapter 120, F.S., proposed amendment to Rule Chapter 15C-7, Florida Administrative Code. 15C-7.005, Unauthorized Additional Motor Vehicle Dealerships: Unauthorized Supplemental Dealership Locations Attachment #4. Section 322.292(2)(f), Florida Statutes, requires the Department's DUI Program section to implement an evaluation of DUI programs by an independent group. The agency issued RFP No. 001-96 for a DUI consultant. The complete RFP was submitted to 56 vendors and advertised in the Florida Administrative Weekly. We received only one proposal. The dollar amount proposed by Emory University exceeded our budget allowance. The agency requested and permission was granted by the Department of Management Services to negotiate the award of the RFP. We request approval to enter into a contract with Emory University to provide professional services to assist the Department in evaluating the DUI programs at a total cost of $265,000 for the period January 24, 1996, through June 30, 1997.
