Minutes of the meeting held on September 28 and October 12, 1995. (Attachment 1) APPROVAL 2. Adoption of a Fifth Supplemental Authorizing Resolution authorizing the issuance of not to exceed $242,695,000 State of Florida, Full Faith and Credit, State Board of Education, Capital Outlay Bonds, 1996 Series A, pursuant to Article XII, Section 9(d) of the Florida Constitution, Section 215.61, Florida Statutes, the Master Resolution adopted by the Governor and Cabinet on February 4, 1992, and other applicable law. (Attachment 2) APPROVAL RULES 3. 6A-1.09421 Amendment: High School Competency Test Requirements This amendment is to increase the passing score requirements for the High School Competency Test beginning in August 1996. All students taking the test for the first time and all students retaking either the mathematics or communications section will be required to meet the new passing standards. As a result, the remediation needs will increase in Florida's public high schools and students will ultimately graduate with higher levels of competency in mathematics and communications. (Attachment 3) APPROVAL 4. 6A-1.09981 Amendment: Implementation of Florida's System of School Improvement and Accountability. This rule, as amended, establishes that the report entitled Florida's System of School Improvement and Accountability shall be used as a policy document for schools; describes the criteria and time-frame to be used for designating schools deemed as performing at critically-low levels; describes the procedure to be followed for notifying schools deemed to be performing at the critically-low level; describes the method by which schools described as critically-low shall develop improvement plans; describes the process for invoking actions by the State Board that will be applied to schools failing to make adequate progress for three consecutive years; reiterates the four standards of goal three as described in the above-referenced document; describes the basis for developing assessment measures; and defines data elements for purposes of data collection. (Attachment 4) APPROVAL 5. 6A-1.09982 Amendment: Reporting Requirements This amendment is to require schools to provide a Public School Accountability Report to be available to all persons in that community. In addition, the rule provides for the availability of the School Advisory Council Report for anyone requesting the more detailed data included. The reporting date for these reports will be October 1 to become effective in 1996. This will allow schools to use the most current information in the development of their school improvement plan and avoid distribution of the reports during the holiday season.
