Item 2 Florida Power & Light Company/Martin Unit 8 Site Final Order

REQUEST: Consideration of an Order, to be executed by the Siting Board, adopting the Administrative Law Judge's Recommended Order recommending the Siting Board enter an order determining that the site of the Martin Unit 8 is consistent and in compliance with existing land use plans and zoning ordinances of Martin County, pursuant to Subsection 403.508 (2), F.S.

COUNTY: Martin

APPLICANT: Florida Power & Light Company (FPL)

LOCATION: The Martin power plant site is located in an unincorporated area of Martin County, Florida, approximately twenty-two miles inland from the Atlantic coast, seven miles northwest of Indiantown, and five miles east of Lake Okeechobee.

STAFF REMARKS: FPL's Martin Expansion Project (Unit 8) consists of two existing combustion turbines, two new combustion turbines, four heat recovery steam generators and a single steam turbine operating as a combined cycle unit. The new unit will be fired primarily with natural gas, with light oil as an alternative fuel. The Unit 8 project will use 110 acres of the existing Martin site, which is an approximately 11,300-acre parcel located about seven miles northwest of Indiantown and five miles east of Lake Okeechobee in western Martin County, with approximately 15 acres to be occupied by actual power plant facilities. Additional facilities included in the project include a cooling tower, a short transmission line, and transformers and switching gear necessary to connect to the FPL transmission system east of the site along the St. Lucie Canal.

On June 10, 2002, the Administrative Law Judge issued a Recommended Order finding the site to be in compliance with the local land use plans and zoning ordinances.
