IT IS A "NOTICE OF INTENT TO AWARD A COMPETITIVELY SOLICITED CONTRACT" WHICH IS POSTED PURSUANT TO §287.057(3),F.S. §120.57(3),F.S., AND RULE 60A-1.045,F.A.C. BE SURE TO READ THE ENTIRE ADVERTISEMENT BEFORE CONTACTING THE AGENCY WITH BID RELATED QUESTIONS. The Florida School for the Deaf and the Blind (FSDB) and the Selection Committee sincerely appreciates the time, care, and effort employed by all respondents to the subject solicitation in the production of their proposals. After careful consideration of all submittals the FSDB Selection Committee has determined that none of the respondent’s proposals have reached a responsive determination. The unresponsive determinations were as follows: • Public Consulting Group does not meet the needs of the RFP as the respondent does not offer Medicaid School District Administrative Claiming in Florida • Sivic Solutions Group does not meet the needs of the RFP as the respondent’s proposal if for a self-managed software not the requested in section 1.2 Statement of Purpose of the vendor developing the claims and submitting claims • Frontline Education did not meet the qualifications requirement submittals of Appendix A, Tab 2: Required Vendor Registration, Licensure, and Insurance, Tab 3: Vendor’s Qualifications, and Tab 4: Technical Qualifications The Florida School for the Deaf and the Blind (FSDB) intends to pursue §287.057(6), F.S. that provides that if less than two responsive bids or proposals are received in response to a solicitation, the Agency may negotiate the best terms and conditions. A notice of protest must be submitted to the Florida School for the Deaf and the Blind in writing within 72 hours of the Notification of Intent to Award. A formal written protest must be submitted within ten (10) days after the date the notice of protest is filed. The formal written protest must fully identify facts resulting in the contested issues. The protest procedure shall be governed by Florida Statutes §120.57(3) and may require the payment of a Protest Bond IAW §28-110-005, F.S. Any person who is adversely affected by the Florida School for the Deaf and the Blind’s decision concerning a procurement solicitation or contract award and who wants to protest such decision shall file a protest in compliance with §120.57(3), FS. Failure to file a protest within the time prescribed in Section 120.57(3), F.S., or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, F.S.
