1. Approval of the minutes for the meeting held November 19, 1996.

2. STATE COUNCIL ON COMPETITIVE GOVERNMENT. Consideration of the following state services for competitive bidding:

  • State Vehicle Maintenance and Tracking
  • Computer-based Scheduling and Test Administration

    Final action on the following state services which are not conducive to competitive bidding:

  • Aircraft operations and maintenance
  • Professional facility inspections

    3. DEPARTMENT OF COMMUNITY AFFAIRS. Request authorization to establish four (4.0) positions in excess of the number fixed by the Legislature in accordance with 216.262(1)(a), F.S.

    Authorizes four positions to provide financial administration of the Local Law Enforcement Block Grant Program, the Residential Substance Abuse Treatment for State Prisoners Program and the Violent Offender Incarceration/Truth-In-Sentencing Incentive Program. The Grants Specialist I and the Administrative Secretary positions will be held in EOG reserve until the pending Violent Offender Incarceration/Truth-In-Sentencing Incentive Program grant is received.

    4. DEPARTMENT OF EDUCATION. Request approval of transfer of $164,165 in General Revenue appropriations as follows:

    Transfers resources between budget entities as part of plan to meet the required staff reductions as authorized by the 1996-97 General Appropriation Act.

    5. DEPARTMENT OF ELDER AFFAIRS. Request authorization to establish four (4.0) positions in excess of the number fixed by the Legislature in accordance with 216.262(1)(a), F. S.

    Provides four (4.0) positions for a Cash and Counseling Planning Demonstration grant funded by the Robert Wood Johnson Foundation and Medicaid administrative funding to demonstrate the cost effectiveness of counseling services for some consumer directed care purchasing over traditional case management systems.

    6. DEPARTMENT OF CHILDREN AND FAMILY SERVICES. ITEMS A, B, AND C. Request approval of the following:

    A. Transfer of $465,000 in General Revenue appropriations as follows:

    Transfers funds from Statewide Health Programs to Health Services for cesspit evaluations in Monroe County. The field work for the evaluations will be performed by the Monroe County Health Department.

    B. Transfer of $ 977,126 in General Revenue appropriations as follows:

    Provides for the realignment and reorganization of the central office budget entities to allow for a more effective organizational structure. This action is necessary due to the divestiture of health programs and is consistent with HB 555, Chapter 96-403 Laws of Florida.

    C. Transfer of $16,881 in General Revenue appropriations as follows:

    This action provides for the transfer of funds to support a newly created Deputy District Administrator in District 10. This position will oversee the alcohol, drug abuse and mental health program, as well as serve as back up to the District Administrator.

    7. DEPARTMENT OF JUVENILE JUSTICE. Request authorization to establish one (1.0) position in excess of the number fixed by the Legislature in accordance with 216.262(1)(a), F.S.

    Establishes one position in the Office of the Assistant Secretary for Program Planning. The 1996-97 General Appropriations Act authorized the transfer of funds up to one half of one percent of the total funds provided from contracted services to establish positions for administrative support and contract management. This position is within that criteria.

    8. DEPARTMENT OF LABOR AND EMPLOYMENT SECURITY. Request approval of transfer of $20,000 in General Revenue appropriations as follows:

    This action provides for the realignment of budget authority to enable the Public Employees Relations Commission to transfer operations from the Department of Management Services= data center to the Department of Labor and Employment Security for all their data processing needs.

    9. DEPARTMENT OF MANAGEMENT SERVICES A & B. Request approval of the following:

    A. Transfer of $1,000 in the General Revenue appropriations as follows:

    Provides for the transfer of budget authority to enable the IRC to pay for data processing services provided by the Technology Resource Center.

    B. Transfer of 22.0 positions from the Department of Commerce to the Department of Management Services as follows:

    This will allow the Department of Management Services to establish a Leased Employee Program for twenty positions as authorized by Section 288.901(2), F.S. These positions will be administratively located in the Department of Management Services, but will work under the direct supervision of Enterprise Florida, Ind. In addition, two positions from the state photography unit in the Department of Commerce are transferred to the Department of Management Services to allow continued photographic services within state government, per Section 216.292(10),F.S.
