(Attachment 2) APPROVAL RULES DIVISION OF COMMUNITY COLLEGES 3. 6A-14.072 Amendment: Financial Records and Reports This rule is amended to require that financial records be kept in accordance with the 1995 Accounting Manual for Florida's Community Colleges. The utilization of procedures as prescribed in the 1995 manual will ensure a consistency in financial reports throughout the Community College System. (Attachment 3) APPROVAL SBIPVTTBS 4. 6F-1.001 Amendment: General Requirements This rule is substantially rewritten to specify the annual duties and responsibilities of the State Board for Independent Postsecondary Vocational, Technical, Trade and Business Schools as authorized in Section 246.207, Florida Statutes, and to remove provisions from this rule that are more appropriate in other rules. (Attachment 4) APPROVAL 5. 6F-2.001 Amendment: Certificate of License for Schools This rule is amended to bring the rule into compliance with Florida Statutes; clarify the licensure status for a school where probable cause of violation of statute or rule has been found; remove obsolete language; and, outline the procedure for a school to follow when a program change is required by a professional licensing board. (Attachment 5) APPROVAL 6. 6F-2.0017 Amendment: Student Protection Fund This rule is amended to place in the rule a more current terminology with the use of "distance education" rather than "home study". Also, provisions relating to the Institutional Assessment Trust Fund previously found in rule 6F-1.001, FAC., have been incorporated into this rule. (Attachment 6) APPROVAL 7. 6F-2.002 Amendment: Minimum Standards for Licensure of Schools This rule is amended to clarify the requirements for submission of corporation status; more thoroughly outline the requirements for a school's name; provide for schools to submit financial improvement plans and outline the conditions; amend the requirements for instructional program standards; provide the conditions for schools that elect to administer an entry level basic skills test not identified in the rule; specify requirements for school administrator training; and, amend the lesson submission requirements for distance education school. (Deferred from the October 24, 1995 Cabinet meeting.) (Attachment 7) APPROVAL 8. 6F-2.0021 Repeal: Standards for Selected Instructional Programs This rule is recommended to be repealed. The provisions of this rule which address the standards for instructional programs have been placed in other rules eliminating the need for this rule. (Attachment 8) APPROVAL 9. 6F-2.0024 New Rule: Fair Consumer Practices This is a new rule to provide that schools must adhere to fair consumer practices regarding student records, admission policies, refund policy, school catalog and contract, program curriculum, and school closure. (Attachment 9) APPROVAL 10. 6F-2.0026 New Rule: Fee Schedule This is a new rule to provide the licensed institutions with a complete listing of all licensing fees. (Attachment 10) APPROVAL 11. 6F-2.003 Amendment: School Descriptive Inventory This rule is amended to provide for the State Board of Independent Postsecondary Vocational, Technical, Trade and Business Schools to receive information regarding the employment history of school administrators to determine their prior involvement with other educational institutions during the last ten years and to bring the provisions into compliance with Florida Statutes. (Attachment 11) APPROVAL 12. 6F-2.004 Amendment: Advertising This rule is amended to include the Americans with Disabilities Act as criteria to be considered when advertising regulations. In addition, the rule is amended to remove provisions that are included in other rules and to provide a rule that is easier to understand by the user.
