Item 2            Florida Power & Light/Manatee Power Plant Unit 3 Site Final Order

 

REQUEST:  Consideration of an Order, to be executed by the Siting Board, adopting the Administrative Law Judge's Recommended Order recommending the Siting Board grant full and final certification to Florida Power & Light Company, under Section 403, Part II, F.S., for the location, construction and operation of the Manatee Power Plant Unit 3, pursuant to Subsections 403.509(1), and 403.511(1), F.S.

 

COUNTY:   Manatee

 

APPLICANT:   Florida Power & Light Company (FPL)

 

LOCATION:  The Manatee Unit 3 site is located on 72.8 acres within the 9,500-acre Manatee Plant site in Manatee County, Florida. The Unit 3 site is approximately 4.5 miles east of the unincorporated town of Parrish, and approximately 2.5 miles south of the Manatee County-Hillsborough County line.

 

STAFF REMARKS: On February 22, 2002, FPL filed a Site Certification Application (SCA) with the Department pursuant to the Florida Electrical Power Plant Siting Act, Sections 403.501 through 403.518, F.S. The SCA proposed the construction and operation of an 1150 MW (nominal) electric power generation facility. This facility would consist of four natural gas fired 170 MW combustion turbines, four heat recovery steam generators with duct burners, a 470 MW steam turbine and generator, and ancillary equipment. No alternative fuels are included in this certification. No new transmission lines are included in this certification. An existing 4,000 acre cooling pond will be used by Unit 3 for waste heat disposal.

 

The existing Manatee Plant currently has two oil-fired steam electric generating units. Each of these units has a nominal generating capacity of 800 megawatts.  These units are not certified pursuant to the Siting Act as the construction of these units preceded implementation of the Act nor are they included for purposes of this certification.

 

On November 13, 2002, the Siting Board adopted the Administrative Law Judges recommendation to find the site in compliance with local land use plans and zoning ordinances.  On February 19, 2003, the Administrative Law Judge issued a Recommended Order recommending the Siting Board grant full and final certification to Florida Power & Light Company.

2nd Substitute Item 3        Florida Power & Light/Martin Power Plant Unit 8 Site Final Order

 

REQUEST:  Consideration of an Order, to be executed by the Siting Board, adopting the Administrative Law Judge's Recommended Order recommending the Siting Board grant full and final certification to Florida Power & Light Company, under Section 403, Part II, F.S., for the location, construction and operation of the Martin Power Plant Unit 8, pursuant to Subsections 403.509(1), and 403.511(1), F.S.

 

COUNTY:   Martin

 

APPLICANT:   Florida Power & Light Company (FPL)

 

LOCATION:  The Martin power plant site is located in an unincorporated area of Martin County, Florida, approximately twenty-two miles inland from the Atlantic coast, seven miles northwest of Indiantown, and five miles east of Lake Okeechobee.

 

STAFF REMARKS: FPL's Martin Expansion Project (Unit 8) consists of two existing 170 megawatt (MW) combustion turbines, two new 170 MW combustion turbines, four heat recovery steam generators and a single 420 MW steam turbine operating as a 1100 MW combined cycle unit.   The new units will be fired primarily with natural gas with light oil as an alternative fuel.  Unit 8 will use 44 acres of the existing Martin site which is an approximately 11,300-acre parcel located about seven miles northwest of Indiantown and five miles east of Lake Okeechobee in western Martin County.   Additional facilities included in the project include a cooling tower, a short transmission line and transformers and switching gear necessary to connect to the FPL transmission system east of the site along the St. Lucie Canal. 

 

On March 5, 2003, the Administrative Law Judge issued a Recommended Order recommending the Siting Board grant full and final certification to Florida Power & Light Company, under Section 403, Part II, F.S., for the location, construction and operation of the Martin Power Plant Unit 8, pursuant to Subsections 403.509(1), and 403.511(1), F.S.
