1. Approval of minutes of the meeting of October 22, 2002.

2. ADOPTION OF A RESOLUTION AUTHORIZING THE ISSUANCE AND COMPETITIVE SALE OF NOT EXCEEDING $7,000,000 STATE OF FLORIDA, FLORIDA BOARD OF EDUCATION, FLORIDA AGRICULTURAL AND MECHANICAL UNIVERSITY STUDENT APARTMENT FACILITY REVENUE REFUNDING BONDS, SERIES 2002.

The bonds will be payable from revenues of the housing system at Florida Agricultural and Mechanical University. The bonds will not be secured by the full faith and credit of the State. The proceeds of the bonds will be used to refund certain outstanding housing bonds of the University.

Copies of the resolution may be obtained from the Division of Bond Finance upon request.

3. ADOPTION OF A RESOLUTION AUTHORIZING THE ISSUANCE AND COMPETITIVE SALE OF NOT EXCEEDING $17,500,000 STATE OF FLORIDA, FLORIDA BOARD OF EDUCATION, UNIVERSITY OF CENTRAL FLORIDA HOUSING REVENUE REFUNDING BONDS, SERIES 2002

The bonds will be payable from revenues of the housing system at the University of Central Florida. The Bonds will not be secured by the full faith and credit of the State. The proceeds of the bonds will be used to refund certain outstanding housing bonds of the University.

Copies of the resolution may be obtained from the Division of Bond Finance upon request.

4. ADOPTION OF A RESOLUTION AUTHORIZING THE ISSUANCE AND COMPETITIVE SALE OF NOT EXCEEDING $6,500,000 STATE OF FLORIDA, FLORIDA BOARD OF EDUCATION, FLORIDA STATE UNIVERSITY PARKING FACILITY REVENUE REFUNDING BONDS, SERIES 2002.

The bonds will be payable from revenues of the parking system at Florida State University. The bonds will not be secured by the full faith and credit of the State. The proceeds of the bonds will be used to refund certain outstanding parking bonds of the University.

5. REPORT OF AWARD ON COMPETITIVE SALE OF $8,995,000 STATE OF FLORIDA, FLORIDA BOARD OF EDUCATION, FLORIDA ATLANTIC UNIVERSITY PARKING FACILITY REVENUE BONDS, SERIES 2002 TO THE LOW BIDDER FOR SUCH BONDS.

The Division of Bond Finance was authorized to receive bids for these bonds, and award them to the low bidder, by a resolution adopted by the Governor and Cabinet. Bids were received at the office of the Division of Bond Finance at 12:00 noon, Wednesday, October 2, 2002 and the bonds were awarded to the low bidder, UBS PaineWebber Inc., which submitted a bid at a true interest cost rate of 3.9387%. The bonds were delivered on October 23, 2002.

A report of award and tabulation of bids is attached.

6. REPORT OF AWARD ON COMPETITIVE SALE OF $150,000,000 STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FLORIDA FOREVER REVENUE BONDS, SERIES 2002B TO THE LOW BIDDER FOR SUCH BONDS.

The Division of Bond Finance was authorized to receive bids for these bonds, and award them to the low bidder, by a resolution adopted by the Governor and Cabinet. Bids were received at the office of the Division of Bond Finance at 12:00 noon on October 23, 2002, and the bonds were awarded to the low bidder, Merrill Lynch & Co., which submitted a bid at an annual true interest cost rate of 4.5669%. The bonds were delivered on November 13, 2002.

A report of award and tabulation of bids is attached.

7. REPORT OF AWARD ON COMPETITIVE SALE OF $250,000,000 STATE OF FLORIDA, FULL FAITH AND CREDIT, STATE BOARD OF EDUCATION, PUBLIC EDUCATION CAPITAL OUTLAY BONDS, 2002 SERIES A, TO THE LOW BIDDER FOR SUCH BONDS.

The Division of Bond Finance was authorized to receive bids for these bonds, and award them to the low bidder, by a resolution adopted by the Governor and Cabinet. Bids were received at the office of the Division of Bond Finance at 12:00 noon on October 31, 2002, and the bonds were awarded to the low bidder, UBS PaineWebber Inc., which submitted a bid at an annual true interest cost rate of 4.7318%. The bonds were delivered on November 21, 2002

8. REPORT OF AWARD OF $22,915,000 STATE OF FLORIDA, BOARD OF EDUCATION, FLORIDA INTERNATIONAL UNIVERSITY PARKING FACILITY REVENUE BONDS, SERIES 2002, TO THE LOW BIDDER FOR SUCH BONDS.

The Division of Bond Finance was authorized to receive bids for these bonds, and award them to the low bidder, by a resolution adopted by the Governor and Cabinet. Bids were received at the office of the Division of Bond Finance at 12:00 p.m., November 13, 2002, and the bonds were awarded to the low bidder, William R. Hough & Co., which submitted a bid at an annual true interest cost rate of 4.1155%. The bonds are scheduled to be delivered on December 4, 2002.

A report of award and tabulation of bids is attached.
