Substitute Item 2 Florida Power & Light Company/Manatee Unit 3 Site Final Order

REQUEST: Consideration of an Order, to be executed by the Siting Board, adopting the Administrative Law Judge’s Recommended Order recommending the Siting Board enter an order determining that the site of the Manatee Unit 3 is consistent and in compliance with existing land use plans and zoning ordinances of Manatee County, pursuant to Subsection 403.508 (2), F.S.

COUNTY: Manatee

APPLICANT: Florida Power & Light Company

LOCATION: The Manatee Unit 3 power plant is located near Parrish in Manatee County, Florida.

STAFF REMARKS: The Florida Power & Light Company (FPL) proposes to operate an 1100 MW (nominal) facility consisting of four natural gas fired 170 MW combustion turbines, four heat recovery steam generators with duct burners, a 420 MW steam turbine and generator, and ancillary equipment. The facility is known as the Manatee Unit 3 and is located on a 72.8 acre site which is located within the existing 9,500 acre FPL Manatee site.

An administrative hearing regarding the proposed facility and local land use plans and zoning ordinances was held in Parrish, Florida on August 29, 2002. On September 26, 2002, the Administrative Law Judge issued a Recommended Order finding the site to be in compliance with the local land use plans and zoning ordinances pursuant to Section 403, Part II, F.S.
