1. APPROVAL OF MINUTES FROM THE MEETING ON AUGUST 13, 2002. (Att. #1)

2. APPROVAL OF FISCAL SUFFICIENCY OF AN AMOUNT NOT EXCEEDING $10,000,000 STATE OF FLORIDA, FLORIDA BOARD OF EDUCATION, FLORIDA ATLANTIC UNIVERSITY PARKING FACILITY REVENUE BONDS, SERIES 2002:

(ACTION REQUIRED)

The Division of Bond Finance of the State Board of Administration (the Division), on behalf of the Florida Board of Education, has submitted for approval as to fiscal sufficiency a proposal to issue an amount Not Exceeding $10,000,000 State of Florida, Florida Board of Education, Florida Atlantic University Parking Facility Revenue Bonds, Series 2002 (the Bonds), on behalf of and in the name of the Florida Board of Education for the purpose of providing a portion of the funds for the construction and equipping of a parking facility on the Boca Raton campus of Florida Atlantic University, purchasing a municipal bond insurance policy, funding a reserve account and paying certain costs associated with the issuance and sale of the Bonds.

The Bonds are being issued pursuant to an authorizing resolution adopted by the Governor and Cabinet on August 28, 2001, restating and amending a resolution adopted June 26, 2001 (the Original Resolution), and an amending and supplemental resolution adopted June 12, 2002. It is anticipated the Governor and Cabinet will adopt a sale resolution for the Bonds at the Cabinet meeting on August 27, 2002, which will also amend the Original Resolution.

A study of this proposal and the estimates of revenue expected to accrue from the Pledged Revenues indicate that the proposed bonds and all other outstanding bonds having a lien on the Pledged Revenues are fiscally sufficient and that the proposal will be executed pursuant to the applicable provisions of law.

RECOMMENDATION: It is recommended that the Board approve the fiscal sufficiency of the proposal outlined above. (Att. #2)

3. THE FLORIDA STATE BOARD OF ADMINISTRATION REQUESTS APPROVAL OF A BUDGET AMENDMENT FOR 2002 - 2003.

(ACTION REQUIRED)

The Executive Director requests authority to amend the operating budget for the Florida State Board of Administration - Administrative Expense Fund (Entity 0001), for the purpose of adding a new position (Inspector General) and expenses related to the creation of the office of Inspector General.

The Investment Protection Principles call on broker-dealers and money managers to eliminate conflicts of interest through enhanced disclosure, if they are to continue to do business with the public pension funds who adopt the principles.
