STATE BOARD OF ADMINISTRATION
Project # 1 - Develop a Compliance and Monitoring Infrastructure for the Alternative Investments Asset Class
This project would engage a finance or other business/analytics major to work closely with the Board's Chief Investment Officer and the Alternative Investments Senior Investment Officer to implement and maintain a compliance system for all partnerships and fund of fund portfolios within SBA's Alternative Investments Asset Class. The Fellow would contribute directly toward establishing procedures for collecting the information, designing the metrics and preparing the reporting package for the CIO and Executive Director.
Project # 2 - Evaluate Plan Selection Behavior of New Hires to the Florida Retirement System
The 650,000-member Florida Retirement System (FRS) offers employees the choice between a defined benefit plan and a defined contribution plan. New hires are given up to six months to select a plan. To date, a large proportion of new hires have, by default, been assigned to the defined benefit plan, a plan that is designed to suit the needs of long-term employees. This project would engage a Fellow with market research, communications, sociology, business or economics skills to assist in an evaluation of why the default rate, despite a substantial multi-media employee and employer education program, is so high. The Fellow would work directly with the SBA's Senior Investment Officer - DC Programs.
Project # 3 - Institutional Investor Peer Group Analysis and Follow-up
The purpose of this project is to build on existing publicly available information, through survey follow-up and phone interview, to provide more detailed and reliable information on peer practices. This information will serve as a benchmark for evaluating the quality and effectiveness of many functions within the SBA and provide insight on best practices within the industry as they evolve.

DEPARTMENT OF BUSINESS AND PROFESSIONAL REGULATION
Project # 1 - Development and Implementation of a Marketing Plan
The development and deployment of a marketing plan, the objectives of which would be;
- Informing the public and raise their awareness of new tools and changes at the department,
- Communicate to the public the reduced cost, increased returns, and improved services resulting from the project, and
- Target key issues that negatively impact customers and stakeholders so that they are informed sufficiently to prevent these issues from occurring.

DEPARTMENT OF CHILDREN AND FAMILIES
Project # 1 - Homelessness
The Office on Homelessness provides the opportunity for a Gubernatorial Fellow to work on the PREVENTION of Homelessness. In particular, this Office is working to demonstrate a new model for homeless prevention - "Staying Housed". The model is to apply the assertive community treatment model from mental health to the homeless prevention strategy. The Fellow will assist in bringing together a team to identify resources for job, housing and supportive services needed by a person or family at the early stages of a crisis threatening their independence and putting them at risk of becoming homeless.
Project # 2 - Economic Self-Sufficiency
Quality control reviews in 1995/96 revealed that 70% of the public assistance error rate was attributable to client error. In response, the Front-end Fraud Prevention (FFP) program was designed and implemented (7/1/96) to combat fraud and reduce misspent dollars in our public assistance programs.
We believe that Florida is one the leaders in Front End Fraud prevention in public assistance programs nationwide, and would like to verify how we compare to other states in the nation. A Gubernatorial Fellow would be tasked to verify our success in the implementation of Front End Fraud by conducting a comparison of program cost versus saving both within our state as well as nationally.
Project # 3 - Adult Services
A Gubernatorial Fellow will work with financial institutions in communities to provide and coordinate on-going local training to senior citizens on how to identify and eliminate the financial exploitation as well as how to recognize and promptly report such exploitation. The Fellow will also work with institutions to increase public awareness in the communities educating the public on how to identify and avoid victimization.
Project # 4 - Refugee Services
Refugee Services is interested in re-engineering the processes by which refugees obtain Temporary Assistance to Needy Families (TANF), employment and child care assistance. Refugee Services uses federal funds to support culturally and linguistically appropriate employment assistance that result in job placements for clients with little or no English and varying job skills. The Gubernatorial Fellow will represent the Department in coordinating with several agencies, including, the Agency for Workforce Innovation, the School Readiness Partnership and local refugee employment providers, refugee resettlement agencies, local school readiness coalitions and local workforce agencies. The goal of the project is to design a referral and reporting system that maximizes the use of federal funds for refugee clients, ensures culturally appropriate services as required by federal regulations, enhances refugee access to services and ensures federal reporting and eligibility requirements are met.

DEPARTMENT OF COMMUNITY AFFAIRS
Project # 1 - One-Stop Grants Management Assistance
Fellows would be involved in one of the crucial aspects of a consolidated grants management program: mapping the current business functions of the various grants that are available to aid in the creation and maintenance of quality communities. Additionally, the business functions would need to be redesigned to eliminate duplication, reduce paperwork, enhance coordination between and among community development functions, and improve community outcomes. This information would be used to "guide" the development of the grants management package. Upon implementation of the system, Fellows could focus on training and outreach, concentrating on small and rural communities.
Project # 2 - Community Visioning and Outreach
Visioning has been defined as the process by a community comes together to develop a shared image of what they want their community to become and how they plan to achieve it. Visioning is a set of techniques that have been used in the private sector (where it is often called Strategic Planning) and local governments throughout the nation; however, the cost of implementation can be prohibitive to small and rural communities. The Fellow would be involved in developing "how to" and "best practices modules" regarding visioning geared toward small and rural communities. Participants would develop and enhance partnerships with organizations such as FAMU School of Architecture regarding community design components and work on developing computer models that could provide a three-dimensional view of potential community build-out scenarios. Additionally, Fellows would be involved a train-the-trainer type program that would build a resource base of facilitators available to assist small and rural communities.
Project # 3 - Fiscal Management Training for Small and Rural Communities and Not-For-Profit Organizations
Fellows would be involved in developing and implementing a training module for small and rural communities regarding fiscal management.
Project # 4 - Enhancing Citizen Participation in Growth Management
Fellows would be involved in designing and implementing a module to enhance how citizens are able to participate in the growth management process while reducing the amount of time and expense associated with the development approval process.

DEPARTMENT OF CORRECTIONS
Project # 1 - Evaluation of Impact of Inmate Programs on recidivism (Randomization Experiment)
The purpose of this research project is for a Gubernatorial Fellow to determine the effectiveness of educational, vocational, and substance abuse programs administered by the Florida Department of Corrections in reducing the likelihood of offender's recidivating after their release from prison. The results of the study will be used by Florida Department of Corrections and Florida State University to inform policymakers as to whether various types of correctional programs reduce post prison release criminal activity and re-imprisonment probabilities, and to what extent. Additionally, the research will demonstrate whether a program's success rate correlates with any identifiable characteristics so that Florida Department Correction resources can be more effectively directed.
Project # 2 - Correspondence Imaging & Tracking System
A Gubernatorial Fellow will develop an imaging based correspondence tracking system to improve and track written communication. The purpose of this project is to implement a web based correspondence tracking system that will centralize all correspondence utilizing new imaging technology. A Fellow would assist in the evaluation expansion of the Department's current imaging system and conduct the workflow analysis of the agency's correspondence.
Project # 3 - Inmate Bed Management System
This project will assist the Florida Department of Corrections in developing an effective/user friendly tracking mechanism to determine the utilization of general population beds as it relates to CJEC (Criminal Justice Estimating Conference) projections on crime rate and bed space.
Project # 4 - Criminal Intelligence
The purpose of this project is to assist the Inspector General's Criminal Intelligence Unit in gathering and analyzing valuable date received through the telephone TIPS program on unresolved and ongoing criminal activity.

FLORIDA DEPARTMENT OF EDUCATION PROJECTS
Project #1 - High School Course Enrollment Process
This project will identify several high schools as pilots for improving and updating the current processes used by high schools students to register for classes. The fellow would work with pilot schools collecting information, analyzing processes and making recommendations for improvement. A perfected process would be shared with other schools systems as a best practice. to inform the possibility of spreading such a system to other schools.
Project #2 - FCAT Case Study
This project will track a specified number of students in several elementary schools identifying how they respond to different instructional approaches and how they perform in the subsequent year. The gubernatorial fellow will identify key differences in students such as whether or not they have a mentor, their level of reading ability when retained, the amount of time spent on reading development activities, etc. Key school factors will also be identified and studied in the context of student learning. The outcome of the case studies will help guide the state, school district and school policies on how to maximize student success in reading before moving beyond the third grade.
Project #3 - Better Educated Students and Teachers (BEST) Program Study
The Florida Legislature enacted the Better Educated Students and Teachers (BEST) Program to dramatically restructure the compensation of public school teachers in Florida. The program provides for the assignment of increasingly greater responsibilities based on teacher performance and compensates teachers for those added responsibilities. A Gubernatorial Fellow will assist in selecting pilot school districts to implement this new program and then study the effects of the it reporting on successes, failures and opportunities for improving various implementation models.

FLORIDA DEPARTMENT OF ELDER AFFAIRS
Project # 1 - Re-packaging of the Elder Friendly Business Program (part of Governor Bush's Communities for a Lifetime initiative)
The fellow would work with the Communities for a Lifetime initiative team leader under the direction of Secretary White to re-package the "business friendly" project including:
- Development of brochure (content)
- Development of "senior friendly" training curriculum for businesses
- Identifying viable example of elder friendly business across the state
- Developing and creating a Web based directory of "senior" discounts statewide (initial data has been gathered)
Project # 2 - Marketing Florida to Potential Retirees
The Fellow would work with the Office of Destination Florida Director under the direction of the Secretary to promote Florida as a retirement destination through involvement in projects that might include any or all of the following:
- Work on Phase II of Destination Florida web development and design by creating content, working directly with web developer(s).
- Develop and implement an earned media campaign for Fall 2004 and Winter 2005, including TV and radio interviews for the Director.
- Develop Phase II of internal and external paid media campaign - which will include development of scripts and creative content for ads, working closely with producer of ad and help identify good advertising opportunities. The latter may include pricing out cost for TV, radio and billboard public service announcements (PSAs) for in-state and national advertising buys.
Project # 3 - Needs Assessment for Florida's Frail Elders
The Florida Department of Elder Affairs (DOEA) periodically conducts needs assessments to reassess its focus and goals, to help with the design of its programs, and to improve its targeting and monitoring activities. During the State Fiscal Year 2003-04 DOEA has been engaged in a major needs assessment initiative. DOEA will be gathering this data to produce program plans at the state and regional level (11 planning areas).
The Fellow would work as a part of a team of highly skilled professionals that include demographers, planners, data analysts and senior program evaluators. Major activities under this initiative include:
- Stakeholders' meetings to discuss perceived needs and priorities.
- A statewide survey of elder Floridians, with over samples of minority elders, low income areas, and rural areas.
- Detailed analysis of secondary data sources: Census data, expenditure surveys, disability surveys.
- Focus groups of elders.
- Literature based research.
- Writing of needs assessment.
- Summary of results.
- Actionable recommendations for program design, services planning, customer targeting, and program performance metrics.

DEPARTMENT OF ENVIRONMENTAL PROTECTION
Project # 1 - Compliance Certification
The Department of Environmental Protection is at the cutting edge of environmental policy with its Compliance Certification program. This program achieves cleaner air and water by replacing traditional permits with industry-specific performance standards that encourage pollution prevention. A Gubernatorial Fellow would be serving on the project management team for the next industry sector to be covered by the certification program. Specific duties will include collaboration with industry representatives and DEP experts in the development of rigorous performance standards, development of the certification package, distribution to the sector, and initial evaluation of the environmental results achieved.
Project # 2 - Integrated Management System Project
The IMS project is integrating the Department's current information systems by creating a common database that will provide the access to all of the systems through a common portal or interface. This is a complex and important multi-year initiative with many sub-projects and could benefit from the participation of a Gubernatorial Fellow while providing that individual with significant opportunities to contribute and learn.
Specific IMS sub-projects include:
- The analysis of current business processes to determine where integrated information would improve effectiveness and efficiency;
- Participation in the formal project management process, including the management of the project schedule, critical path, resources, and deliverables;
- Participation in an IMS project team responsible for a specific deliverable, such as the development of Department data standards or the development and implementation of change management processes;
Project # 3 - Creating the Florida Hydrogen University Network
Governor Bush's "H2 Florida" initiative has gained national recognition as one of the most successful hydrogen and fuel cell commercialization programs in America. The Gubernatorial Fellow will establish "H2 Florida University Network" as part of Governor Bush's H2 Florida. The Gubernatorial Fellow will:
- Work with each of Florida's major colleges and universities to identify engineering and MBA programs currently offering hydrogen curricula;
- Work with Florida's major colleges to establish an engineering degree and/or MBA program in hydrogen fuel technologies;
- Establish partnerships with industry and Florida colleges for R&D projects, intern opportunities, or employment opportunities;
- Work with companies that produce or use hydrogen fuel or hydrogen fuel cells to identify needed engineering/business curricula to expand university college programs;
- Establish a Florida-wide network for these academic programs and companies to share information, resources and placement opportunities for program graduates;
Project # 4 - The Sovereignty Submerged Land Live Aboard Issue
In August of 1999, the Board of Trustees (Trustees) formally adopted its Live Aboard Policy* regarding sovereignty submerged lands. In short, a "live-aboard" is a watercraft or vessel or barge upon which people reside that is located on sovereignty submerged lands.
This policy has long been and continues to be difficult to enforce in part due to the definition of a live-aboard and in part because of the realities of the present situation.
The Gubernatorial Fellow would research and address a twofold policy question on this issue: (1) how do we enforce the current Trustee Live-Aboard Policy (a total ban on live-aboards), and (2) if we cannot, what do we recommend to the Board of Trustees as a possible replacement for this policy?

FLORIDA FISH AND WILDLIFE CONSERVATION COMMISSION
Project # 1 - Process Mapping Program
The Fish and Wildlife Conservation Commission (FWC) is proposing to restructure along functional lines to be effective July 2004. This restructuring will realign agency resources to better deliver products and services to our customers. A part of this improved service is a systematic mapping of FWC's processes. This mapping will provide improvement in the efficiency and associated costs of product and service delivery.
The FWC is initiating this process mapping effort by first mapping selected key processes such as rule development, procurement, and operational plan development. Employee teams will be established to map each selected process. These teams need overall guidance and coordination to stay on task and have their work product reviewed and approved in a timely manner.
A Gubernatorial Fellow is sought to provide this coordination. This person would work under the supervision of the FWC Deputy Chief of Staff and would report to the Senior Leadership Team of the FWC on the project's progress.
Project # 2 - Volunteer Program
Develop a viable volunteer program for citizens who wish to volunteer with our agency. Currently, we have successful volunteer programs in our hunter education and law enforcement reservist sections, but we do not have organized volunteer opportunities for other agency programs. We know there are a large number of citizens passionate about Florida's fish and wildlife resources who would be very receptive to volunteer opportunities.
The project would entail researching how successful volunteer programs are run in both the private and public sector. From the research, outline a program for the agency that maintains ongoing volunteer opportunities and makes it simple for interested citizens to volunteer for agency projects. A successful outcome would include the following results:
- Volunteer opportunities listed on agency's website with volunteer application that can be completed and submitted on-line.
- Agency volunteer coordinators in each region who continuously monitor potential volunteer opportunities and ensure viable volunteer projects are posted on the website. Coordinators would also match up volunteer projects with applicants.
- Potential Citizen Support Organizations identified and a plan for organizing and establishing the groups outlined.
- Orientation, monitoring, time accounting, identification, awards, support, etc. for Volunteers.

FLORIDA DEPARTMENT OF HEALTH
Project # 1 - Development of a Web-Based Training Program
A Gubernatorial Fellow will work on the development of a web-based training program to include such training as new employee orientation; basic supervisor training; FIRS; P-card; business manager training, etc.
Project # 2 - Re-Engineering Of Our Current Accounting Processes
The state of Florida's accounting system (FLAIR) is currently in the process of being written in a windows-based ERP PeopleSoft solution. With this new accounting system comes a new accounting chart of accounts and business rules. A Gubernatorial Fellow will re-engineer our current accounting processes to ensure that accountability, controls and efficiency are achieved and maintained.
Project # 3 - Best Practices
A Gubernatorial Fellow will compile best practices across the 67 county health departments, as documented by quality improvement reviews.
Project # 4 - Collaboration between 2 Title V Programs
A Gubernatorial Fellow will develop working agreements to increase integration and referral of programs targeted toward pregnant women and young children (Healthy Start, Perinatal Program, Newborn Screening, Early Intervention).
Project # 5 - Medical Home
A Gubernatorial Fellow will develop a baseline of information and measures of a pilot medical home project funded by the federal government.
Project # 6 - Pediatric Hospice
A Gubernatorial Fellow will track a baseline of information related to the number and types of children who receive pediatric hospice services in lieu of hospitalizations for end-of-life care.
Project # 7 - Newborn Screening
A Gubernatorial Fellow will develop improvements in the current system to better identify newborns with metabolic disorders and refer them into systems of care. This includes business and system use cases for the program.
Project # 8 - Development of a statewide safety net for health care access.
Project # 9 - Improving influenza vaccine coverage rates in Florida's senior citizens.
In 2000, the Advisory Committee on Immunization Practices broadened the universal recommendations
for influenza vaccination to include adults aged 50-64 years in addition to adults aged 65 and older.
The Healthy People 2010 goals for the nation include attaining influenza vaccination coverage rates
of 90% in this population. While Florida has made great strides in improving vaccination coverage
rates in children, the state has had considerably less success in improving influenza vaccination
coverage rates in its older population (stands at approximately 65% per 2004 BRFSS data).
Since those over age 50 make up such a significant portion of our population, it is critical we
improve their influenza vaccination rates. Working under the guidance of immunization and influenza
experts within the Division of Disease Control, the Gubernatorial Fellow would undertake a comprehensive
information review (literature review, consult with experts within/without the DOH, consult with
laypersons and associations representing the target population, etc.) and develop a paper that
summarizes the factors/causes of poor influenza vaccination coverage in Florida seniors.
The paper would also address strategies/recommendations for both public and private sector that,
if implemented, could improve influenza vaccination coverage rates.

AGENCY FOR HEALTH CARE ADMINISTRATION
Project # 1 - Medicaid
A Gubernatorial Fellow will explore funding sources and prepare a grant application for the purpose of designing and testing a system of family-owned electronic (web-based) health records for Medicaid recipients.
Project # 2 - Health Quality Assurance, Office of Plans and Construction
A Gubernatorial Fellow will develop a post-occupancy evaluation tool. Such a tool is needed to better understand how the health facility design codes that are written for various health care occupancies (such as NICU's, MRI's, Angioplasty labs, etc.) can more directly relate to clinical requirements as technology advances. This would involve the development of studies used to promote a more data-driven design code.
Project # 3 - Medicaid
A Gubernatorial Fellow will explore joining or supporting efforts to increase the use of evidence-based medicine such as "Leapfrog." Leapfrog is composed of more than 150 public and private organizations that provide health care benefits. The Leapfrog Group works with medical experts throughout the United States to identify problems and propose solutions that will improve hospital systems that could breakdown, resulting in harm to patients.

DEPARTMENT OF HIGHWAY SAFETY AND MOTOR VEHICLES
Project #1 - Hispanic Community Education Outreach
Motor vehicle crashes are the leading cause of death for Hispanics ages 1 through 44. The selected Fellow would need to be South Florida-based and responsible for working in conjunction with staff of the Division of Driver Licenses and the Florida Highway Patrol in an effort to enhance the department's current outreach efforts to Florida's Hispanic communities. Specifically, they would be responsible for developing and implementing a Community Education Outreach Program to inform and educate Hispanics in Florida on relevant highway safety-related issues.
Project # 2 - Document Maintenance and Control
The selected Fellow would need to be Tallahassee-based and responsible for analyzing the department's current document maintenance and control processes within the Division of Motor Vehicles and evaluating potential enhancements to these processes. They would be responsible for making specific recommendations for improvement.
Project # 3 - Driver License Office Efficiency Study
The delivery of driver licensing services throughout the state in the most efficient and effective manner remains a primary goal for this department. The constant evaluation and adjustment of our service delivery processes is a critical component to our success - especially as the department prepares to implement a new, more secure driver license and identification card in the near future.
The selected Fellow would need to be South Florida-based and responsible for reviewing and evaluating all aspects of our service delivery processes within the Division of Driver Licenses. Specifically, they would be responsible for analyzing operational aspects such as office locations, office operating hours, and workflow (travel would be required). Additionally, they would be asked to develop a list of "best practices" adopted by other jurisdictions responsible for the delivery of similar services as well as identifying and analyzing the possibility of incorporating best practices from other states Lastly, they would be responsible for identifying any additional efficiency or effectiveness issues that result from their analysis.

DEPARTMENT OF JUVENILE JUSTICE
Project # 1 - Inter-Rater Reliability Study DJJ Quality Assurance Program
The Department's Bureau of Quality Assurance currently uses a team of professionals to observe and assess the quality of services provided to youth in juvenile justice programs statewide. The teams evaluate all components of each program and by consensus, arrive at the most appropriate rating or score. Since different teams may evaluate the same phenomenon differently, the provider community has raised the question of consistency of ratings. This project will address how we determine whether two observers or teams are consistent in their scoring. The Gubernatorial Fellow will be given broad latitude to determine how best to implement a project of this size and act as project manager. The Department will assist the Fellow in obtaining additional technical assistance from the Federal Office of Juvenile Justice and Delinquency Prevention (OJJDP). This may require a trip to Washington to meet with OJJDP representatives to provide an overview and coordinate technical assistance.
In addition, the Fellow will be certified as a QA Peer Reviewer and become involved in the Department's quality assurance process. Part of this will require participation on QA reviews of juvenile justice programs. The Fellow will be expected to provide an overview of the project to the Department's executive management team (EMT) and attend one EMT meeting monthly to provide a status report.
Project # 2 - Florida Department of Juvenile Justice What Works Initiative
The Initiative is a partnership between the Department, providers, academics and juvenile justice stakeholders. It will involve planning and implementing changes in case management, risk assessment, treatment, and program management. The goal of the initiative is to place Florida at the forefront of juvenile justice practice by implementing a statewide system of continual program improvement based on the What Works principles. Ultimately, the goal of the project is to help our youth by reducing the risk of their re-offending behavior.
A Fellow will have the opportunity to participate in this exciting project by attending development meetings, training sessions, learning how to conduct process evaluations, and participating in technical assistance visits to the programs with What Works team members.
Project # 3 - Juvenile Faith-based Corrections Initiative
The implementation of the Juvenile Faith-based Correctional Initiative will give a Fellow the opportunity to participate in the planning and implementation of a major faith-based correctional project involving governmental agencies, private providers, faith-based local institutions, and community volunteers. It will provide exposure to project development and implementation, the grants management practices of both the State of Florida and the Federal Government, and accountability and financial management responsibilities.

FLORIDA DEPARTMENT OF LAW ENFORCEMENT
Project # 1 - Florida's Drug Offenders: An Analysis of Criminal Careers
A Gubernatorial Fellows will update and enhance an examination of offenders sentenced to the Department of Corrections for drug crimes to produce a detailed description of criminality of drug offenders in Florida. Results will provide a description of these offenders in terms of the seriousness of their prior criminal history including analysis of the length of their criminal career, and recidivism.
Project # 2 - Maximizing Technology in Officer Curriculum Maintenance
The Professionalism Program, Curriculum Development Section is responsible for creating and
maintaining the curriculum for three disciplines: Law Enforcement, Correctional Officer,
and Correctional Probation Officers. Because of the size of the printed curriculum files,
they are currently evaluating possible technology initiatives which would allow students to
carry an electronic copy of the curriculum on a portable handheld device. The Fellow would
be responsible for researching software formats for converting the files, evaluating handheld
devices, determining procedures for getting the files onto the electronic device, proposing
an implementation strategy, and documenting processes for updating future versions of the
curriculum files as required.
Project # 3 - Establishing Assessment Criteria for Domestic Security Teams
The fellows program candidate would work within the domestic preparedness program on a project
relating to the qualitative assessment criteria for regional teams. The state has funded regional
teams within each of the seven regions coordinated by regional domestic security task forces.
The candidate would work with leadership of the regional teams in facilitating an assessment
process as well as assessment criteria. This criteria would be based on similar assessment
criteria developed by the training task force of the state emergency response commission.

DEPARTMENT OF THE LOTTERY
Project # 1: Florida Visitors as a Lottery Market
The purpose of this project would be to develop an actionable strategic plan for the marketing and distribution of Florida Lottery games to Florida visitors. At the very least, the project would involve three basic elements:
- Understanding the Florida Visitor Market for Lottery Products - The Fellow would work with Lottery Marketing Research, and perhaps with Visit Florida, to compile and analyze data on this potential market.
- Marketing Lottery Products to Florida Visitors - Once there is an understanding of the characteristics of visitors-where they go, what they buy, what they are looking for in entertainment-work could begin on how to make them aware of lottery games and encourage them to play. Here, the Fellow would work with Lottery Marketing staff and perhaps the advertising agencies.
- Selling Lottery Products to Florida Visitors - This element would focus on how best to get the lottery games to where the visitors are and to where they make their purchases.
Project # 2: Office of Inspector General
A Gubernatorial Fellow would be given an assignment to focus on analyzing a program or function within the Lottery and make recommendations to Lottery Executive Management on improving the efficiency and effectiveness of the program.
Project # 3: The Automation of Prize Redemption for Players
The Florida Lottery is in the process of implementing a new "state of the art" gaming system. As part of this implementation, the Lottery is also proposing to pilot an electronic self-service kiosk terminal to improve the efficiency and customer satisfaction of the prize redemption function within the District Offices. A Fellow will work with Lottery Executive Management to analyze and execute this program.
Project #4: Implementation of Lottery On-Line Gaming System
The Florida Lottery has a unique opportunity for a Governor's Fellow to participate in the implementation of two (2) new programs - the Player Registration System and the Lottery Subscription System. Both of these initiatives offer rich learning opportunities that span Marketing, Operations, Communications, Legal, and Finance areas and will involve such activities as research, analysis, business plan development, communication plan development, marketing planning, policy and procedure development, and a wealth of activities related to establishing these new programs.

FLORIDA DEPARTMENT OF REVENUE
Project # 1 - Revenue Estimating Project
The Department's Office of Research and Analysis is responsible for preparing estimates for the conferences of a wide variety of tax sources. The Office recently was given the responsibility for developing estimates for an additional tax source, the local property tax. Beginning this spring, the Office will be required to produce forecasts of property taxable value for the state as a whole and each of the 67 counties. To assist in this effort, the Department is requesting a Fellow with extensive knowledge of economics and/or public finance.
Project # 2 - Strategic Planning Projects
Strategic Planning Project Proposal A
The proposed project will require the development of a training curriculum and a communications plan for conducting management performance reviews for all levels of the organization. The Fellow would be expected to work with a cross-functional team and across several professional offices. The Fellow will design and coordinate a plan for carrying out communication and training elements of the performance management strategic initiative.
Strategic Planning Project Proposal B
The proposed project will require the development of a method and plan to validate the deployment of the performance management system. The Fellow will learn to apply the fundamentals of process management "in vivo", and learn how to analyze the impact of data analysis on management decisions.
Strategic Planning Project Proposal C
The proposed project will result in a comprehensive statistical analysis of the performance measurement system. The analysis will confirm the mathematical relationships of process measures and indicators that "drive" organizational performance.

STATE TECHNOLOGY OFFICE
Project # 1 - MyFlorida Marketing
Fellows will take part in go-to-market research and planning relating to the MyFlorida Alliance and MyFloridaNet. Fellows will establish a complete understanding of their assigned product set(s) and assist in the production of various marketing materials for corresponding products. Intern opportunities will include writing and editing marketing material and assisting in producing and carrying out customer surveys related to various MyFlorida products.
Project # 2 - Product Management
Fellows will participate in creating a process that facilitates taking a product from the conceptual stage to an actual working product. Fellows will have opportunities to conduct market analysis and assessment to determine the optimal product procurement strategies and return on investment.
Project # 3 - Enterprise Networking and Telecommunications
Fellows will work with senior staff to assure they gain a solid understanding of current and new enterprise network and telecommunication services. Fellows will also assist in developing and maintaining an overall network performance and reporting strategy to executive management and key personnel.

FLORIDA DEPARTMENT OF TRANSPORTATION
Project # 1 - Federal Surface Transportation Act Reauthorization Research and Analysis
The current Federal Surface Transportation Act expired September 30, 2003. We are in the process of formulating the legislation that will reauthorize our surface transportation programs for the next several years.
The Gubernatorial Fellow will provide research support and qualitative analyses for the agency's efforts in reauthorization and implementation of the next Federal Surface Transportation act.
Project # 2 - Strategic Intermodal System
The Florida Department of Transportation and its partners throughout the State of Florida are developing the Strategic Intermodal System (SIS), a statewide network of high-priority transportation hubs, corridors and connectors that support interregional, interstate, and international travel. The intent of the SIS is to focus limited resources on those transportation facilities and services most critical to Florida's economic competitiveness. This important statewide initiative will provide a unique and meaningful opportunity to Gubernatorial Fellows to assist Department staff in a number of areas, including but not limited to:
- Policy Research: What are other states and countries doing in this area.
- Peer Review: Seeking the involvement of specific partner peers and peers in other states to help shape what we do in this area.
- Public Involvement: Helping coordinate and participating in briefings and discussions with our transportation partners about the SIS.
- Policy Development: Assisting in developing SIS policies and other guidance.
- Plan Refinement: Assisting in further refinements of the initial SIS Strategic Plan, including needs assessment, prioritization and financing - all for all transportation modes, and for moving both people and goods.
Project # 3 - Work Program, Finance, and Budget Development
The Department of Transportation is a public works agency building transportation facilities and providing transportation services for the public. The process used to develop such a large program and budget is complex and is also unique among state agencies in Florida.
- The Gubernatorial Fellow will have the opportunity to participate in a variety of phases of the Department's program and budget development.

FLORIDA DEPARTMENT OF VETERANS' AFFAIRS
Project # 1 - Consolidation of Florida Statutes Pertaining to Veterans' Related Issues
Florida Department of Veterans' Affairs was established in 1988 by Constitutional amendment with the initial purpose to facilitate the veterans' benefits process for Florida's veterans, their families and survivors. This functional purpose and the organizational structure were codified in Florida Statutes. Subsequently, FDVA has expanded the scope of its primary mission to include operation of State Veterans' Homes. The purpose of this proposal is for a Gubernatorial Fellow to conduct research into the laws governing changes to Florida Statutes, review all applicable Florida Statutes governing the operations of the Department of Veterans' Affairs, and draft a proposed change to Florida Statutes that will consolidate these various statutory components into one governing Chapter for all Veterans' related issues. Related tasks include similar undertakings regarding Florida Administrative Code governing Department of Veterans' Affairs functions and operations.

AGENCY FOR WORKFORCE INNOVATION
Project # 1 - Workforce and Economic Development - Linking Strategy
Improving the link between Florida's education, workforce and economic development systems is critical to diversifying Florida's economy. The Agency for Workforce Innovation plays a central role in promoting this linkage. In support of that effort, AWI proposes that students accepted into the Governor's Fellowship program review state and local economic development priorities and develop strategies for the integration of Economic Development, Rural Economic Development and the Workforce system.
Project # 2 - Re-employment Strategy for Displaced Workers
Gubernatorial Fellows, using quantitative methods, will develop strategies for making a positive difference in The re-employment of displaced workers. This study could also be used as a research project by a graduate or undergraduate student. It will provide many opportunities to utilize statistical methods as well as opportunities to view real world business driven services.
Project # 3 - Welfare to Work Strategies for Florida
Gubernatorial Fellows, using quantitative methods, will develop strategies for increasing the number of welfare recipients returning to the workforce. It will provide many opportunities to utilize statistical methods as well as opportunities to view real world business driven services. It is the goal of this research is to provide the workforce system with applicable best practices. This project could also be used as an academic research project for students in the business or social services fields.
