SIGNS HUMAN RESOURCE OUTSOURCING CONTRACT
TALLAHASSEE - Today, the State of Florida and the Department of Management Services signed a seven-year Human Resource Outsourcing contract with Convergys Corporation. To bring the State of Florida into the arena of highly competitive corporations, technological advances are needed. The signing of the Human Resource Outsourcing contract allows the State of Florida to fully harness the power of today’s technology without spending the money to update the State’s current antiquated system.
With this new technology, State employees can expect:
· To manage, through the Internet, their own personal information such as addresses, dependents, emergency contact information, life changes such as getting married, or wanting to research a new job.
· To access quick and consistent information at their fingertips or with a call to a dedicated service center representative.
· To maintain a personal skills inventory and match it against available job opportunities with the state, giving employees a sense of ownership of their opportunities.
· To access comprehensive, up to date training information and opportunities, both classroom and web-based.
· To access all benefit program information and enrollment through a self-service portal.
It is the State’s vision that government operate similarly to successful and efficient businesses. Governor Bush understands that our current system is obsolete and improvements offered under this innovative contract are long overdue. The contract will provide a one-stop service center for state employees and applicants for state jobs using proven technologies and improved levels of service at reduced costs. Utmost care will be taken to ensure the security of confidential information, while providing employees full access to their personnel information. Cynthia Henderson, Secretary of the Department of Management Systems said, “Our current personnel system, Cooperative Employment Personnel System, commonly referred to as COPES, is no longer meeting the needs of today’s workforce. We are aware that in order to continue to be technologically sound and competitive with today's job market our system (COPES) needs to be replaced.”
In addition, Governor Jeb Bush said, “As another milestone of implementing my Service First Initiative, the services scheduled to be provided by Convergys will allow state employees and managers to focus on their core mission of serving the citizens of Florida. We have the highest quality employees in the state; however, they have been trapped in bad systems. The new technology that will be afforded to us under this contract will allow the State of Florida to utilize cutting edge technology already available to private companies.”
The State will realize an initial savings between $65-90 million, which would have been required to replace COPES without any system improvements. Over the course of the seven-year contract, the State of Florida could realize a savings of up to $173 million, while providing enhanced services and streamlining human resource operations.
