ICARE: IDENTIFYING CONTRIBUTORS TO ALCOHOL RELATED EVENTS
DBPR Leads Inter-Agency Effort to Trace Alcohol Provided to Minors Involved in Fatalities
“Identifying Contributors to Alcohol Related Events” or “ICARE,” is an initiative led by the department’s Division of Alcoholic Beverages and Tobacco (ABT). When any type of alcohol related accident results in the fatality of a minor, ICARE is designed to ensure that businesses who illegally provided or sold the alcohol to that minor are held accountable. ABT recently began implementation of the program in partnership with the Florida Highway Patrol. The division plans to expand the program to include partnerships with other law enforcement agencies.
Through Memorandums of Understanding, the ICARE program will partner ABT agents with state and local law enforcement as they investigate alcohol-related incidents. When such an event results in one or more fatalities, ABT agents will track the source of the illegally sold or provided alcohol involved. Once the source is identified and legal requirements met, ABT will then take appropriate criminal and administrative action against the beverage license.
The mission of the division of ABT is to keep alcohol and tobacco out of the hands of underage persons, to ensure that licensed establishments are in compliance with the laws and rules regulating the industry in Florida and to collect taxes and fees related to these industries.
