The City Manager is the Chief Administrator of the City of Cape Canaveral and is responsible for the administration of all city departments and contracted municipal services. The City Manager works under the direction of the City Council and assist Council in legislative and policy matters.

City Manager's Responsibilities

Administrative Leadership
Provides sustained administrative leadership and coordination of staff and board activities in carrying out the acts and directives of the City Council, through overall supervision and coordination. In this capacity, he coordinates that activities of staff and boards to ensure that adequate information and recommendations in important areas are expeditiously considered by the staff and boards and brought promptly to the attention of the Council.

Project & Program Review
Reviews with the Council and with heads of the several boards and offices the programs and projects of the city and makes recommendations thereon as may be necessary to administer the city most effectively in the public interest.

Administrator
Assists the mayor in carrying out the administrative and executive responsibilities delegated to the mayor and, in connection with these responsibilities, to plan, direct, coordinate and manage the administrative affairs of the council.

Appoint and, when deemed necessary for the good of the service, suspend or remove all city employees and appointive administrative officer provided for by and under the Charter, except as otherwise provided by law, the Charter or personnel rules. The city manager may authorize any administrative officer who is subject to the city manager's direction and supervision to exercise these powers with respect to subordinates in that officer's department, office or division.

Direct and supervise the administration of all departments, offices and division of the city, except as provided by the Charter or by law.

Budget Administrator
Prepare and submit the annual budget to the city council.
Performs such other duties as are specified in the Charter or as may be required by the city council.

The City Clerk attends all City Council meetings; prepares agendas and minutes; is official custodian of city records; is responsible for coordinating city elections and codification of city ordinances; and acts as personnel director.

City Clerk's Responsibilities

City Records Custodian
Pursuant to F.S. § 119.021 and the Charter, the Clerk is custodian of all public records of the city, as defined in F.S. § 119.011, and the seal of the city.

Secretary to City Council
The Clerk is Corporate Secretary to the Council and performs those duties specified in the Council rules of procedure.

The City Treasurer is the custodian of all funds of the City. This office is responsible for maintaining fiscal integrity and insuring that all transactions are in accordance with generally accepted accounting principals.

City Treasurer's Responsibilities:

City Funds Administrator
Collect monies pursuant to directive of the city manager and city council, Florida Statutes and Code of Ordinances.

Budget Preparation
In conjunction with the city manager, prepare the annual budget with the assistance of all offices and boards and reports the current financial position through monthly financial statements and quarterly presentations.

The Building Department, under the direction of the Building Official, is responsible for protection the health, safety and welfare of the general public through the interpretation and enforcement of all construction codes and the code of ordinances as adopted by the city.
