Industrially classified user means a nonresidential, nongovernmental user whose liquid wastes are, in part, made up of flows related to industrial processes, rather than being composed of flows resulting from human occupancy, and whose industrial process flows contain toxic pollutants which interfere, have the potential to interfere, are incompatible or would reduce the utility of the sludge or treated effluent or which have any other adverse effect on the treatment works.
