The City shall direct population concentrations away from known or predicted coastal high-hazard areas. The measurement of this Objective is the extent to which population concentrations are directed away from the coastal high-hazard area and the degree to which the following Policy is implemented.

Policy CM-6.1:

Through the Future land use Plan and the City's zoning ordinance, the City shall discourage development in the coastal high-hazard areas; however, relocation or replacement of existing infrastructure away from these areas shall only be required in an emergency situation where it is economically feasible to do so.
