(a) The city shall be specifically notified of the commencement and completion of the following items of construction so that an inspection can be performed to assure construction in conformity with the approved construction plans and specifications and the requirements of this chapter:
(1) Storm sewers, sanitary sewer lines, and all other utilities prior to backfilling.
(2) Stabilized subgrade.
(3) Curb and concrete work.
(4) Roadway base.
(5) Surface course.
(6) Permanent reference monuments and permanent control points.
(b) The failure to notify the city of the commencement and completion of the construction of the items listed in subsection (a) of this section may be good cause for the city to refuse to issue a certificate of completion. All utility improvements must be inspected by the city prior to backfilling.
