If a subdivision is to be provided potable water or sanitary sewer service by an authority other than the city, the applicant shall provide the city engineer with written confirmation that the authority has approved the plans and specifications for the water or sanitary system in the subdivision. After the review by the city engineer, all staff recommendations shall be furnished to the planning and zoning board with the plans and specifications. The board shall approve, disapprove or approve subject to specified conditions the construction plans and specifications based on the requirements of this chapter.
