(a) The procedures and standards for the development and subdivision of real estate and for the surveying and platting thereof, adopted and prescribed by this chapter, are found by the council to:
(1) Be necessary and appropriate to provide for economical and sufficient streets with adequate widths and with proper alignment and grades designed to promote the public safety, health and general welfare;
(2) Provide for suitable residential neighborhoods with adequate streets and utilities and other improvements and facilities and appropriate building sites, to save unnecessary expenditures of public funds by initial proper construction thereof; and
(3) Provide proper land records for the convenience of the public and for improved identification and permanent location of real estate boundaries.
(b) This chapter is the minimum deemed necessary for the protection of the public health, safety and welfare.
