(a) Gooseneck reflectors, spotlights, floodlights and other lights shall be permitted on ground signs, and wall signs. However, the reflectors shall be provided with proper glass lenses concentrating the illumination upon the area of the sign so as to prevent the glare upon the street or adjacent property.

(b) Electrical signs shall comply with the National Electric code.
