(a) No sign of any character shall be suspended across any public street, avenue or alley.

(b) No sign of any description shall be painted, pasted, printed or nailed on any curb or sidewalk or upon any trees, light standards, utility poles, hydrants, benches, bridges or any structures, other than awnings, within the property lines of any street, avenue or alley within the limits of the city, without permission of the building official.

(c) No sign of any kind shall be attached to any private wall, window, door, gate, and fence or to any other private structure, without the written permission of the city council.

(d) No sign of any kind shall be attached to any private wall, window, door, gate, fence or to any other private structure, without the written permission of the owner or lessee and without compliance with restrictions otherwise in this chapter.
