The responsible person for stormwater discharge facilities constructed to accept stormwater from multiple parcels within the facilities drainage area shall notify the city annually of the discharge volumes from all new parcels which have been allowed to discharge into the facility and shall certify that the maximum allowable treatment volume has not been exceeded.
