during construction of the stormwater management system, best management practices shall be used as necessary for onsite erosion and sediment control. These practices shall be designed by a competent professional experienced in soil conservation or sediment control. The practices shall be designed to address site-specific conditions and shall be noted on the stormwater management plans. The designer shall provide the contractor with instructions pertaining to the implementation of these practices.
