Upon request by any person required to obtain a permit under this article and where it may be shown that an increase or decrease in the rate, volume and quality of surface runoff shall not be harmful to the water resources of the city, the zoning board of adjustment may grant or deny a variance to this article as provided in section 110-62. City staff shall make recommendations on such matters within 30 days of notification.
