The provisions of this chapter shall not apply to any vehicle or the operator thereof when engaged in operations under and by virtue of any certificate or permit from the Interstate commerce Commission of the United States or by virtue of a certificate of public convenience and necessity from the public service commission of the state when a permit is required for such operations by those regulatory commissions.
