It is the purpose of this section to provide for the recovery of cost from users of the city's wastewater disposal system for the implementation of the program established in this division. The charges and fees for the following shall be as set forth in appendix B to this code and shall be payable to the city:
(1) Initial wastewater discharge permit application.
(2) Annual wastewater discharge permit renewal as provided in section 78-98(j).
(3) Reviewing accidental discharge and construction plans and specifications.
(4) Monitoring, inspections and surveillance procedures shall be the actual cost based upon labor rates of all individuals involved, including any material and testing costs.
