(a) This division will be enforced to the fullest extent possible.

(b) This division is in accord with the Federal Water pollution Control Act amendments of 1972 and pretreatment standards as specified in 40 CFR 403.5(a) and (b) and pertinent rules and regulations of the state department of environmental protection, which must be complied with by all applicable commercial and industrial facilities. The standards set forth are minimum requirements to ensure the general health and welfare of the public and the surrounding environment.
