The owner of each lot or parcel of land within the city upon which lot or parcel of land any building or trailer used as a dwelling is situated for either residential, commercial or industrial use shall connect or cause such building or trailer to be connected with the public sewer facilities of the municipal sewer system of the city and use such facilities within 60 days following notification to do so by the city. All such connections shall be made in accordance with rules and regulations which shall be adopted from time to time by the city council, which rules and regulations shall provide for an inspection fee for inspecting such connections in an amount as set forth in appendix B to this code.
