Any person violating this article shall be punished as provided in section 1-15. Any failure or refusal by an owner to connect to the city sewer system after notification to do so or any failure or refusal to pay the charges or rates shall be construed to be a violation of this article. Each day such violation continues shall be considered a separate offense and subject to the penalties prescribed in this section.
