(a) If the owner of property has his own private water supply and such owner becomes more than ten days delinquent in the payment of his monthly sewage disposal fee after billing, the city shall have the right to plug the sewer line leading to the owner's plumbing system. (c) Reconnecting the sewer service or removing the plug in the sewer line until such sewage disposal fees are paid in full, together with the charge stated in subsection (a) of this section, shall be considered a violation of this section.
