Every seller of utilities service shall collect from the purchaser, for the use of the city, the tax levied in this article, at the time of collecting the selling price charged for each transaction, and shall report and pay over, on or before the 15th day following the end of the calendar or elective month, to the city treasurer all such taxes levied and collected during the preceding month.
