All installations under or across paved streets or roads shall be made by boring and jacking, if possible. Installation by open cut will be allowed by special permission of the city manager. Any person who receives an adverse decision of the city manager may appeal such decision to the city council. All materials and workmanship shall conform to requirements established by the city, which will be available from the city manager or his designee.
