(a) The petition for requests for abandonment of city streets shall be filed with the city clerk. The petition is reviewed by the planning and zoning board. The planning and zoning board shall issue a recommendation.

(b) The planning and zoning board's recommendation shall be presented to the city council for review. The city council shall review the recommendation and approve or disapprove the petition.
