Section 66-27. Speed bumps.

The use of speed bumps on private or public roadways or driveways within the city is hereby expressly prohibited. Every speed bump lawfully permitted at the time of the adoption of this chapter which violates or does not conform to this chapter shall be allowed to remain until such time as they are, in the opinion of the fire chief or his designee, worn out or the pavement or surface of the public or private roadway is being repaved or repaired. Speed humps shall be permitted within the private and public roadways of the city, provided they meet the following requirements:

(1) They must be constructed to a minimum of 12 feet in width from front to back in direction of traffic, increasing in height provided that it shall not exceed three inches in height at its center.

(2) Plans depicting the speed hump must be submitted and preapproved by the fire department before installation.

(3) A sign warning of the speed hump shall be erected pursuant to the state department of transportation requirements.

In addition, citizens may petition the city council for the construction of a speed hump on a public street if the applicant can demonstrate that a definable hazard will be diminished by its installation. No such request shall be considered unless it is accompanied by a petition signed by at least 75 percent of the adjacent residents in the affected block. Nothing herein shall abrogate the right of the city from erecting a speed hump on any city street should the city deem it necessary.
