Unless a person shall have been specifically authorized and licensed by resolution of the city council to do so, it shall be unlawful for any person to transport solid waste through or over the public streets or alleys of the city, except as otherwise provided in section 62-11(d). This provision shall be liberally construed to protect the public health, safety and general welfare of the inhabitants of the city.
