(a) There is created a library board to consist of five members and two alternate members. Such membership shall serve at the pleasure of the city council and shall be appointed for two-year terms by the city council. All board members shall be residents of the city for at least 12 months immediately preceding appointment. Each board member shall be a registered voter.

(b) The terms shall expire in the month of October of each year.

(c) The board shall hold an organizational meeting at their November meeting each year and from their regular membership elect a chairman who shall hold office for a period of one year.
