(a) It shall be unlawful for any person to install, maintain, operate or use any automatic telephone direct dialing device or digital alarm communicator system within the city unless the system is currently approved by the Federal Communications Commission (FCC), and has been approved by emergency services, unless otherwise required by law.

(b) Any person who violates the provisions of this section shall be penalized as the provided for in section 1-15 of the City code.
