The beautification board shall plan and propose to the city council such landscaping and beautification programs as shall seem desirable and feasible to the board for the benefit of the city. Such programs are to apply to all areas of the city. The beautification board shall cooperate with and assist any organizations or private individuals or groups of individuals conducting private landscaping and beautification programs in the city.
