(a) Regular meetings of the beautification board shall be held at least once each month at the city hall, and special meetings of the board shall be held at such times and at such places as the board may direct. All regular meetings of the beautification board shall be open to the public.

(b) The board shall adopt its own bylaws and rules of procedure, which shall not be inconsistent with the laws of the state, the charter or this code, subject to approval by the city council.

(c) The board shall elect from its own members a chairman and a vice-chairman and the officers shall serve for a term of one year or until their successors have been elected and qualified.
