The city treasurer has the duties and responsibilities to:
(1) Collect monies pursuant to directive of the city manager and city council.
(2) In conjunction with the city manager, prepare the annual budget with the assistance of all offices and boards and make available a monthly report of income and expenditures relative to the current budget.
(3) Directly administer and supervise the units of the office.
