Any person aggrieved by any decision of the board of adjustment or any taxpayer or any official, department, board or bureau of the city or the city council may present to the circuit court a petition for issuance of a writ of certiorari, duly verified, setting forth that such decision is illegal, in whole or in part, specifying the grounds of the illegality in the manner and within the time provided by the state appellate rules.
