A permit issued under this division shall expire two years from the date of issuance. A permittee under this division shall be entitled to a renewal of his permit as a matter of course, except when the permit has been suspended or revoked, upon presentation of his previous permit or presentation of an affidavit as to its loss or destruction to the city manager and payment of a fee, as set forth in appendix B to this code, made payable to the city.
