Each person licensed under this division shall keep such records and make such reports as may be required by the city manager to implement this article and carry out its purpose. By applying for a license under this division, a person shall be deemed to have consented to this article and to the exercise by the city manager and other interested agencies of the powers given by section 10-92 in the manner therein specified.
