PROJECT NAME: St. Andrews State Park – Campground Reinvestment

MANDATORY PRE-BID MEETING: Will be held at 10:00AM (CST), on Wednesday,

May 20, 2020 at the Ranger Station in St. Andrews State Park, 4607 State Park Lane, Panama City, FL 32408. Please contact Alyssa Skehan at (850) 245-2781, or by e-mail at Alyssa.Skehan@FloridaDEP.gov, to confirm your planned attendance. All bidders must be present and signed in prior to the start of the mandatory pre-bid meeting. Anyone not signed in at the commencement of the meeting will be considered late and will not be allowed to bid on the project.

BID SUBMITTAL DUE DATE: No later than 3:30 PM (ET), Tuesday, June 9, 2020, to the below address: Florida Department of Environmental Protection, Bureau of Design and Construction, 3800 Commonwealth Blvd. MS520, Tallahassee, Florida 32399-3000, Attention Alyssa Skehan, Government Operations Consultant II, Bureau of Design and Construction, (850) 245-2781. (For hand delivery: Carr Building, Welcome Desk.) The Department reserves the right to reject any or all bids.

BID POSTING DATE: No later than 3:30PM (ET), Tuesday, June 16, 2020, unless extended by the Department for good cause.

INSTRUCTIONS: Documents for this bid will be available for download on May 6, 2020. Any firm desiring a Project Manual with the plans for this project may obtain directions by emailing BDC_Contracts@dep.state.fl.us

SCOPE OF WORK:

Base Bid:

BASE BID is PHASE 1 and PHASE 2. Contractor shall provide all labor, materials, equipment, supervision and permitting to construct PHASE 1 and PHASE 2, which includes raising and reconstructing campsites, parking, utilities, stormwater, water, sewer, electric services, two (2) lift stations (numbers ONE & TWO), and fence per the contract documents.

Alternate #1:

Alternate 1 is PHASE 3. Contractor shall provide all labor, materials, equipment, supervision and permitting to construct PHASE 3, which includes raising and reconstructing campsites, parking, utilities, stormwater, water, sewer, electric services, one (1) lift station (number THREE), and fence per the contract documents.

Alternate #2:

Alternate 2 is all roads. Contractor shall provide all labor, materials, equipment, supervision and permitting to construct the roadway as shown in the Roadway Plans for PHASE 1, PHASE 2, and PHASE 3 per the contract documents.

Alternate #3:

Alternate 3 is Campsite “Furniture”. Contractor is to provide and install at each campsite one fire ring with hinged grill plate and anchor rods, one stainless steel grill with hamburger plate, and one 6' ADA picnic table with galvanized frame and legs, PRIDE or approved equal.

Alternate #4:

Alternate 4 is Spilt Rail Fence. Contractor is to provide and install 5,000 linear feet of double rail mortise fence (additional to the fence shown in the contract documents-locations to be field adjusted) PRIDE or approved equal.

Installation Floater and Longshoreman’s Insurance is required for this project and must be included in bid price.

Note: Bidder Prequalification is required for all bids. Each bidder shall provide a copy of its biennial pre-qualification letter from FDEP’s Bureau of Design and Construction. If not pre-qualified, the bidder must submit a current State Contractor license certification or registration and current Corporate Charter registration with the bid.

Pursuant to Executive Order 07-126 and Section 255.252(3), F.S. the Department requires the proposed project be designed and constructed in accordance with green building standards where applicable.
