If it is determined by the Department, after reviewing information received from prospective vendors, that the commodities or contractual services are available only from a single source, the Department will post notice of its intended decision to enter into an agreement with said vendor on the Vendor Bid System pursuant to Section 120.57(3), Florida Statutes.
