IT IS A NOTICE OF AN "INTENDED SINGLE SOURCE PURCHASE" WHICH IS POSTED PURSUANT TO §287.057(5)(c), F.S., §120.57(3),F.S., AND RULE 60A-1.045, F.A.C. BE SURE TO READ THE ENTIRE ADVERTISEMENT BEFORE CONTACTING THE AGENCY WITH BID RELATED QUESTIONS. Performance and/or Design Requirements: The Florida School for the Deaf and the Blind (FSDB) is in need of services for the installation of a Honeywell Fire Alarm Monitoring System to update, upgrade, and/or replace various system components in multiple building locations. These system changes must integrate with existing Fire Alarm systems and existing EBI systems and maintains the integrity, serviceability, transfer of data back-and-forth between the existing systems, and continued maintenance of the systems currently installed and being utilized at FSDB all as fully described in the attached vendor quotation and Sole Source letter. Estimated Dollar Amount: $325,000.00. Intended source: Honeywell International Inc. through Honeywell Building Solutions 9440 Phillips Hwy, Ste-4. Jacksonville, FL, 32256 904.260.5905 Justification for single source acquisition: The XLS3000 hardware and software is a Honeywell HBS product, and not available through other channels. XLS3000 integrates seamlessly with the campus UL Listed EBI and offers FSDB a direct migration path from current fire alarm panels. The XLS3000 is a drop-in replacement for the existing FS90s, eliminating the need to replace enclosures, wiring, and devices. FSDB has deployed Honeywell’s Enterprise Buildings Integrator (EBI) as its campus-wide UL monitoring and command and control of building fire alarm and access control systems. EBI is a proprietary product of Honeywell Building Solutions (HBS). As such only HBS branches are certified to make modifications including adding new equipment. All of the buildings on campus utilize HBS fire alarm and access control panels for occupant, safety, and security which communicate to the EBI. Honeywell is the only provider that employs the necessary personnel who are certified to work on the XLS3000 and EBI systems. FSDB maintains a preferred service agreement with Honeywell that covers the maintenance and repair of the entire fire alarm system. Additionally, FSDB employees have been trained on the operation of XLS3000 and EBI. This notice is neither a request for quote nor a solicitation of offers. This is the statutorily mandated seven business day advertisement of an intended single source procurement. The Agency believes this is a single source procurement; however, vendors that feel they can fulfill this procurement should provide information regarding their ability to supply the commodities or contractual services described within the seven business day advertising period by contacting the listed Primary Contact. A determination by the Agency not to complete this procurement based on responses to this notice is solely within the discretion of the Agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Failure to file a protest within the time prescribed in §120.57(3), Florida Statutes, or failure to file a bond or other security within the time allowed for filing a bond, shall constitute a waiver of proceedings under Chapter 120, Florida Statutes. Questions submitted to FSDB shall not constitute formal protest. Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the agency, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the agency shall provide notice of its intended decision to enter a single-source purchase contract in the manner specified in §120.57(3), FS.
