Citizens Property Insurance Corporation (Citizens) is seeking competitive seal proposals (Proposals) from multiple law firms (Firms) capable of providing legal services (Services) in the following claims-related service areas (Service Areas): (1) First Party Property; and (2) Appellate (for First Party Property and Third Party Liability cases only) Citizens is issuing this RFP to supplement its current panel of law firms in the First Party Property and Appellate Service Areas to meet ongoing and potential needs. Citizens solicited for its current panel of law firms in 2015 and 2016 pursuant to RFP Nos. 15-0023 and 16-0009. Under those prior RFPs, Citizens awarded contracts to ninety-seven (97) law firms in the First Party Property Service Area and thirty-one (31) law firms in the Appellate Service Area. Firms do not need to resubmit under this RFP for Service Areas awarded to them under RFP Nos. 15-0023 or 16-0009. Firms may offer to provide Services in either or both of these Service Areas. Proposals for each Service Area will be evaluated and scored separately. A Firm’s score in one Service Area will not affect its score in the other Service Area. No additional points will be awarded for submitting a Proposal for more than one Service Area. The selected Firms will be required to sign the Claims Legal Services Agreement (Contract) attached as Attachment L. The Contract incorporates Exhibit A, Citizens’ Guidelines for Claims and Litigation Legal Services. Firms must review Attachment L carefully before responding to this RFP. Citizens will make assignments of work under this RFP at its discretion based on considerations in effect at the time of assignment. Citizens cannot guarantee how many assignments, if any, will be made to a particular Firm. No preference will be given based on whether a Firm is awarded a contract under this RFP vs. RFP No. 15-0023 or RFP No. 16-0009. In order to be eligible for a Contract under this RFP in the First Party Property Service Area, Firms must have at least three (3) full-time attorneys licensed to practice law in the State of Florida who are currently practicing in the First Party Property claims legal services area. This minimum requirement does not apply to the Appellate Service Area. Firms awarded a contract under RFP Nos. 15-0023 or 16-0009 that did not include First Party Property claims legal services may submit a Proposal to this RFP for the First Party Property Service Area. Firms awarded a contract under RFP No. 15-0023 that did not include Appellate claims legal services may submit a Proposal to this RFP for the Appellate Service Area. This RFP applies only to Firms that (i) are interested in providing legal services to Citizens relating to First Party Property claims or Appellate claims, and (ii) did not receive an award for such Service Area(s) under RFP 15-0023 or RFP 16-0009. Citizens intends to award a multiple Firms under this RFP.
